
The 2020 elections fraud case continued this morning, as the court conducted a site visit to the Guyana Elections Commission (GECOM) headquarters on High Street, Georgetown.
Present were Acting Chief Magistrate Faith McGusty, the defendants along with their defence attorneys, and state prosecutors.
Education Minister Sonia Parag; Rosalinda Rasul, who served as an election observer for the American Chamber of Commerce (AmCham) Guyana; and Johnathan Yearwood gave evidence this morning.
The morning session saw the witnesses—Minister Parag, Rasul, and Yearwood—clarifying and guiding the court on the positioning of all persons present in the facility during the tabulation process. The witnesses specified their exact locations and recounted the movements they observed in real time.
Defence attorney Dexter Todd told the court that this exercise was a fault of the prosecution, arguing that the police should have conducted such an exercise during their investigation. He added that the defence will require cross-examination of the witnesses’ accounts.
Prosecutor Latchmie Rahamat argued that the witnesses’ accounts were important to the facts of the case and would assist the magistrate when it comes time to assess the evidence. Additionally, Rahamat noted that each witness had already testified about their location and was able to identify their position during the visit, which she said could only benefit the court.
The case was adjourned to May 18, 2026. The ongoing case stems from allegations that District Four’s vote count was manipulated during the 2 March 2020 General and Regional Elections.
Those charged include former Chief Election Officer (CEO) Keith Lowenfield; former Deputy CEO Roxanne Myers; PNCR executive Volda Lawrence; PNCR member Carol Smith-Joseph; and former GECOM staff members Enrique Livan, Sheffern February, Denise Babb-Cummings, and Michelle Miller. Together, they face 19 electoral fraud charges.
All have pleaded not guilty and are currently out on bail. The prosecution contends that the accused played a “critical role” in inflating votes for the APNU+AFC coalition while reducing votes for the PPP/Civic.
