The signing of the agreement this morning

Guyana has signed a Production Sharing Agreement (PSA) for the shallow-water Block S4 offshore the country with a consortium comprising QatarEnergy (35%), TotalEnergies (40%, operator), and PETRONAS (25%).

The deal, awarded by the government under the 2022 Guyana Licensing Round — the country’s first bid round — marks another step in Guyana’s efforts to responsibly develop its hydrocarbon resources.

Officials said the agreement signals continued confidence in the South American nation’s petroleum sector and highlights its appeal as an investment destination for major international energy companies.

Natural Resources Minister Vickram Bharrat welcome the signing, stating “We are pleased to welcome QatarEnergy, TotalEnergies and Petronas as new partners in Guyana’s petroleum sector. This investment demonstrates continued international confidence in Guyana’s transparent and robust licensing framework, and it reflects our government’s commitment to ensuring that the development of our natural resources is done sustainably and for the benefit of all Guyanese.”

Block S4 covers about 1,788 square kilometres and lies 50 to 100 kilometres off Guyana’s coast in water depths of 30 to 100 metres. Exploration will be conducted in line with national regulations and international best practices for environmental protection and resource management.

The Ministry of Natural Resources reaffirmed its commitment to ensuring petroleum operations meet the highest standards of environmental stewardship, transparency, and local participation, adding that it looks forward to working closely with the consortium as Guyana strengthens its position as a responsible emerging energy producer.
