Guyana has taken another step toward strengthening its international aviation links with the signing of an “open skies” Air Services Agreement with Rwanda. The signing took place on Friday during the 42nd Assembly of the International Civil Aviation Organisation (ICAO) in Montreal, Canada.
The agreement was signed by Lt. Col. (Ret’d) Egbert Field, Director General of the Guyana Civil Aviation Authority (GCAA), on behalf of Guyana, and His Excellency Prosper Higiro, Rwanda’s High Commissioner to Canada, on behalf of Rwanda.
The accord establishes a framework for airlines from both nations to operate flights between Guyana and Rwanda and beyond. It covers provisions on route rights, safety standards, security, licensing recognition, code-sharing, and other operational matters.
Speaking at the ceremony, High Commissioner Higiro stressed the significance of the pact. “This is not just another agreement on paper but a reflection of the direction our two countries are heading. We look forward to its implementation and the opportunities it will create,” he said.
Director General Field noted that the agreement is vital to bridging the distance between South America and Africa. “The African continent is at least five hours away from Guyana, and we must work diligently to bring this vision of air connectivity to life, just as it existed during the 1940s. This agreement builds on the cooperation fostered by President Dr. Irfaan Ali and President Paul Kagame of Rwanda,” he stated.
With RwandAir already serving more than 20 destinations across Africa, the Middle East, Europe, and Asia, the partnership opens new possibilities for expanded connectivity between Guyana and one of Africa’s fastest-growing aviation hubs.
The deal also complements over 50 bilateral air services agreements Guyana has signed with ICAO member states as part of its strategy to position itself as a regional air transport hub.
Diplomatic relations between Guyana and Rwanda were established in August 2022, and officials say this agreement further underscores President Ali’s commitment to deepening ties with African nations.
