47,000 customers to be regularised as GWI advances metering drive

The Guyana Water Incorporated (GWI) intends to complete nationwide metering by the first quarter of 2028 in an accelerated move to discourage wastage and water theft.
The Public Utilities Commission, in its 2025 Annual Report, said that non-revenue water contributed approximately 70 per cent of the company’s financial losses.
Chairman Dr Nanda Gopaul said that GWI is left to regularise 47,000 customers, as 25 per cent of subscribers remain unmetered.
Given the importance of metering in reducing non-revenue water and strengthening financial sustainability, the Chairman encouraged the acceleration of the metering process.
He noted that arrears owed to GWI remained elevated at approximately $2.89 billion in 2025, with nearly half of that amount concentrated in Region Four. The ageing accounts pose a significant risk to sustainable cash flow management and long-term operational stability, the Chairman said.
He added that GWI recorded a net loss equivalent to approximately one per cent of its revenue, an improvement compared to previous years with significantly higher deficits.
The Chairman said that certain operational efficiency indicators show gradual improvement in the company’s service delivery, including ongoing infrastructure upgrades and the commissioning of new treatment facilities.
GWI is also seeking 100 per cent treated water by 2028. Minister of Aviation and Public Utilities Deodat Indar said in his 2026 Budget speech that a $21 billion capital expenditure will facilitate treatment plants to adequately address the untreated water problem affecting parts of the country.
