Revised laws, law reports launched to strengthen legal system

President Irfaan Ali on Monday said the launch of the Revised Laws of Guyana as of 31 December 2022, and the Law Reports of Guyana 2008–2021 marks a major step in strengthening the country’s legal system and improving access to justice.
Speaking at the Arthur Chung Conference Centre, Ali said the updated legal volumes are part of broader efforts to ensure the legal framework keeps pace with rapid economic growth and national development.
“When citizens cannot find the law, they cannot follow it. When they cannot understand the law, they cannot assert their rights. Access to law is access to justice,” the President said.
He said consolidating and updating legislation reduces uncertainty and allows lawyers, judges and the public to more easily identify the current legal framework.
Ali also stressed the importance of digital access to legislation, adding: “Justice must not be locked in libraries and chambers. It must be available at our fingertips.”
Attorney General and Minister of Legal Affairs Anil Nandlall said the initiative will ensure judicial decisions are properly documented and accessible, supporting the doctrine of precedent in Guyana’s common law system.
“The purpose of law reporting is to provide guidance and precedent for future legal cases and to promote consistency, predictability and fairness in the dispensation of justice,” Nandlall said.
He added: “The launch comes at a pivotal time when our country is experiencing exponential growth and transformation. Guyana’s statutory framework forms one of the foundational pillars upon which this growth and transformation are taking place. Whether it is in the financial or commercial sector, the infrastructural realm, natural resources, public health, or agriculture, a robust and modern legislative framework is required to govern the particular undertaking.”
Nandlall added that access to justice depends on citizens’ ability to access and understand the law, stating: “Easy access to an updated and consolidated compendium of the laws of any nation is the sine qua non for access to justice, the rule of law, and indeed peace, order and good government.”
He said the project consolidates statute law enacted by Parliament and judge-made law developed through judicial decisions, helping to keep Guyana’s legal system organised, accessible and up to date.
