The University of Guyana has appointed Professor Randolph Persaud as Pro Chancellor, following elections held by the institution’s 12th Council on December 8, 2025, the university said on Thursday. He will also serve as acting Chancellor until a new Chancellor is named.
The university thanked outgoing Chancellor Professor John Edward Greene for his leadership since 2019 and expressed appreciation to the previous Council. It also acknowledged Vice-Chancellor Professor Paloma Mohamed-Martin, who had been performing the additional duties of Pro Chancellor since 2020 and recently acted as Chancellor under statutory provisions.
Vice-Chancellor Mohamed-Martin welcomed Professor Persaud, noting his long-standing relationship with the institution since returning to Guyana after an international academic career. As Pro Chancellor, he will work with the Council, which oversees the university’s strategic direction, and with senior management responsible for day-to-day operations.
Professor Persaud, a respected academic and international scholar, is an Advisor in the Office of the President, Director of the National Defence Institute, and a Teaching Fellow at the Institute for Human Resiliency, Strategic Security and the Future at the university. He holds political science degrees from York University and is Professor Emeritus at American University in Washington, D.C.
His career includes leadership roles at American University and York University, and consulting engagements with institutions such as the US State Department, the United Nations University and the World Bank. He has spoken at 37 universities worldwide and has served in editorial roles for international academic journals.
The university said it looks forward to working with Professor Persaud and the new Council as it advances its focus on science, technology, problem-solving and delivering world-class education.
