
President Dr Irfaan Ali on Thursday announced the date, time, and venue for the first sitting of Guyana’s 13th Parliament, following the conclusion of General and Regional Elections on 1 September 2025.
“Now, therefore, in pursuance of Article 69.1 of the Constitution, I do hereby appoint the Arthur Chung Conference Centre Georgetown Guyana as the place where the first session of the 13th Parliament shall be held at 2 o’clock in the afternoon on Monday the 3rd of November 2025 as the time and date when such session shall begin given under my hand and the seal of the Co-operative Republic of Guyana at the office of the President Georgetown Guyana.”
The formal appointment completes the constitutional step required after the 12th Parliament was dissolved in July and brings the legislature back into session within the timeframe set by the Constitution. The first sitting will include the swearing-in of members, the election of presiding officers, and the setting of the parliamentary calendar — including committee schedules and the Government’s priority legislative agenda.
“Whereas, by proclamation with effect from the 4th day of July 2025, issued under Article 72 of the Constitution, the 12th Parliament of Guyana was dissolved. And whereas, it is provided by Article 69.1 of the Constitution, that each session of Parliament shall be held at the place within Guyana and shall begin at the time that the President shall appoint by proclamation.”
The constitutionally mandatory proclamation moves the country from an election period back into parliamentary governance.
