Former President Donald Ramotar has remembered the late Ambassador Elizabeth Harper as a woman whose entire life was dedicated to public service, blending professionalism with warmth and humanity.
Harper, who passed away recently, is being mourned as one of Guyana’s most accomplished diplomats, leaving behind a career that spanned decades in the Foreign Service, including senior roles as Permanent Secretary, Director General of the Ministry of Foreign Affairs, and Guyana’s Ambassador to CARICOM.
Reflecting on her life, Ramotar said her passing is both a moment of sorrow and one of celebration. He recalled working closely with her, particularly during his presidency, when they travelled extensively and navigated complex international negotiations. According to him, Harper’s knowledge, composure, and skill in advancing Guyana’s interests were matched by her ability to make even the most difficult tasks lighter with her engaging personality.
“She was not only professional, she was a fun person to work with. She had this ability to ease the atmosphere and make those around her feel comfortable, even in the toughest moments,” Ramotar noted.
He spoke of her contributions to negotiations that brought tangible results for Guyana, including major infrastructure and development projects. Yet beyond the technical work, he remembered her human side — a love of good food, an easy sense of humour, and a spirit of friendship that made her presence felt wherever she went.
Ramotar said her loss comes at a time when the world is facing immense challenges, making her absence even more deeply felt. “She gave outstanding service to this country, and I will miss her very, very much,” he reflected.
Elizabeth Harper is being remembered by leaders, colleagues, and citizens alike as a stalwart of the Foreign Service — a woman who embodied integrity, resilience, and dedication. Her legacy, they say, will continue to inspire future generations of Guyanese diplomats and public servants to approach their work with the same dignity, passion, and humanity that defined her career.
