
The Regional Security System Training Institute (RSS TI) has announced a comprehensive training schedule for 2025, unveiling 42 specialised courses aimed at strengthening the capacity and readiness of law enforcement and military personnel across its member states.
The extensive curriculum was crafted using insights from a 2023 Training Needs Assessment (TNA) and the RSS Regional Crime Observatory. It targets critical areas such as Cybercrime Investigation, Financial Crime and Asset Recovery, Leadership and Management, Maritime Operations, Crime Scene Management, Criminal Investigations, Prosecution, and Instructor Development.
Assistant Staff Officer at the RSS TI, Dr. Raffie Browne, explained that the upcoming courses are tailored to address existing capability gaps and emerging security threats.
“Our curriculum reflects the real challenges faced by our member states,” Dr. Browne stated, who added that “These programmes are not only designed to respond to present issues but also to prepare participants for emerging risks, including cybercrime, artificial intelligence threats, and climate-related security challenges.”
Dr. Browne further noted that the courses will accommodate personnel across all ranks, from junior officers to senior leadership, and will include practical, hands-on training. Each course will culminate in the awarding of a certificate to successful participants.
In a major development, the RSS TI was officially recognised as a CARICOM Vocational Qualification (CVQ) Centre by the Technical and Vocational Education and Training (TVET) Council in Barbados in August 2024. This designation allows the institute to offer regionally recognised certification in four disciplines, with more certified programmes expected to roll out in the future.
To enhance the academic value of its offerings, the institute has established partnerships with both regional and international tertiary institutions, aligning some of its courses with accredited academic programmes.
Looking ahead, the RSS TI is actively pursuing full accreditation from the Barbados Accreditation Council (BAC) and the International Association of Directors of Law Enforcement Standards and Training (IADLEST).
“This strategic move will cement the RSS TI’s role as a regional leader in professional law enforcement training,” Dr. Browne affirmed. “While accreditation involves a significant financial investment, the long-term benefits—including increased institutional credibility, enhanced course quality, access to funding, and improved performance—are substantial.”
Dr. Browne underscored that the ultimate objective is to equip officers not just for today’s challenges but to help shape the future of security across the Caribbean.
With its expanded training programme, the RSS TI continues to play a pivotal role in building a safer, more resilient region—empowering security professionals with the expertise and qualifications needed to uphold public safety and regional stability.
